When there are no high demands for interconnectivity, remote control etc. this simple analog fan control unit might be your first and most economical choice. Based on well-tried electronics this fan control unit allows up to six fans being controlled manually or temperature dependent by an additional temperature sensor (modes can be selected by setting a jumper). There is no computer necessary for configuration, and presence of the correct voltages (5V, 3.3V, +12V and -12V) as well as fan failures are indicated by LEDs.
